Clarification "A".
Art.12. Jump Ball
In the ULEB competitions the Jump Ball rule will remain the same as established in September 2002. The alternating possession rule applied by FIBA is not valid
in any jump ball situations.
In the ULEB competitions, the broken semi-circles within the restricted area shall be retained and cannot be deleted. (see graphic no.2 of the court included as an appendix in the by laws.)
A jump ball shall take place at the centre circle to commence the game. Whichever team secures possession of the ball following the tap from the jump ball will also be awarded possession of the ball for a throw-in from the mid-court line, opposite the scorer’s table, at the beginning of the 4th quarter. Their opponents will receive possession of the ball for a throw-in at the mid court line opposite the scorer’s table at the beginning of the 2nd and 3rd quarters.
This modification only applies to the beginning of the four (4) quarters played during normal time. It does not apply to jump balls called during the game or at the beginning of periods of extra time.
Clarification "B".
Art.18. Charged Time-Out
In the ULEB competitions the rule will be similar to FIBA but with the following exceptions.
Art.18.2.2. In the case of the ball becoming dead after a successful final or only free throw penalty, a new time out opportunity begins.
Art.18.2.3 If the request for a charged time-out is made AFTER the official enters the free throw lane and places the ball at the disposal of the player for the final or only free throw, it shall ONLY be granted if the free throw is successful.
In the case of a penalty involving free throw(s) and possession of the ball from the mid-court line, requests for a time-out after the final or only free throw but BEFORE the administration of the midcourt throw-in, shall be granted whether the free throw is successful or not.
Art.18.4.2. A charged time-out shall be awarded to EITHER team when the clock is stopped following a successful field goal during the last two (2) minutes of the fourth (4th) quarter or any extra period.
New addition: During the last two (2) minutes of the fourth (4th) quarter or any extra period, if a charged time-out is granted to the team that has conceded a field goal or has been awarded possession of the ball out of bounds in its back court, the throw in following the time-out shall be administered at the mid-court line in front of the scorer’s table. The player taking the throw-in may pass into the front or back court.
Clarification "C"
Art 29 24 seconds rule.
The 24 seconds rule is now the same as FIBA with the following exception.
Art.29.2.3 The second paragraph referring to a team placed at a "disadvantage" is not relevant in ULEB competitions.
Clarification "D"
Art.9.Beginning of the game.
Art 9.4 In the ULEB competitions; for all games the first named team in the programme (home team) shall have the choice of basket and team bench.
Clarification "E"
Art.38. Technical Foul
Art.38.3.1 8th.bullet. Falling down to fake a foul is now a technical foul by a player.
Clarification "F"
Art.33. Contact
Art.33.9 A semi-circle shall be drawn 1.22m from the centre point of the basket ring which is 1.575m from the end-line for the purpose of designating a restricted area for the interpretation of charge/block calls under the basket.
An offensive foul should never be called if the contact by the offensive player is with a defensive opponent standing within the restricted area of the semi-circle.
Comment: This rule is intended to clearly define contact situations under the basket. It will decrease the number of "flopping" and "no-call" situations which currently give rise to frustration and inconsistency.
It will deter defensive players from seeking to draw a "cheap" offensive fouls by standing under the basket and at the same time it will encourage offensive players to penetrate to the basket without fear, making the game more exciting.
