Regulations governing Commissioners of FIBA
8.1.
Nomination
A commissioner
is appointed by the Secretary General of FIBA, of his
own choice, to ensure the smooth running of international
competitions of FIBA.
He acts
on behalf of the Secretary General of FIBA.
A commissioner
can also be appointed on the proposal of his national
federation or Zone Commission or its equivalent.
The commissioners
shall be selected from amongst the honorary international
referees and persons active in the organisation of basketball
in the world. They must have sufficient knowledge of
the Official Basketball Rules, General Bye-Laws and
Internal Regulations of FIBA to be able to accomplish
their mission.
Clinics
for commissioners can be organised by the Zone Commission
or its equivalent. The programme for clinics and the
names of the experts conducting them must be submitted
to FIBA for approval.
Licences
for commissioners are issued by the Secretary General
of FIBA. For the issue of the licence one passport photo
must be sent to the Secretariat of FIBA. Should a commissioner
not carry out his task in a satisfactory manner in the
spirit of the General Bye-Laws and Internal Regulations
of FIBA, his licence can be revoked by decision of the
Secretary General of FIBA.
All national
federations may have an unlimited number of commissioners.
8.2.
Appointment
Each time
it is necessary or each time it is provided for by the
regulations of a competition, the Secretary General
of FIBA or his representative shall appoint one or several
commissioners. One of them may be designated as official
representative of FIBA for a tournament or championship.
The appointment
of the commissioner is always nominative and he is informed
of this appointment directly and through the national
federation of his country.
In certain
cases, the Secretary General of FIBA may delegate the
appointment of the commissioner to the appropriate national
federation.
8.3.
Duties
The commissioner
shall attend the competition for which he has accepted
the appointment. He must see to it that the competition
is conducted in compliance with the spirit and the letter
of the Official Basketball Rules and the Internal Regulations
of FIBA.
To this
end, he should ensure the full co-operation of the two
officials, the organisers and the persons responsible
for the teams taking part in the competition.
If information
is requested by the referees during or at the end of
the game, he must furnish this information. However,
the final decision rests with the referees.
The commissioner
shall be primarily responsible for the smooth running
of the scorer's table. During the game the commissioner
will be seated at the table between the timekeeper and
the scorer.
Having
completed his duties, he shall make a report on the
competition and send it immediately together with the
scoresheet(s) and classification of teams to the Secretary
General of FIBA by special delivery and, if necessary,
by airmail.
The commissioner
shall send to the Secretary General without delay any
claim or protest received from one of the parties involved,
adding any information that he may deem relevant.
8.4.
Rights
The commissioner
acts on behalf of the Secretary General of FIBA, whom
he represents.
The commissioner
has full authority to resolve any problems that may
arise between the organisers, teams and referees.
In particular,
he has the right to require that the organisers arrange
adequate police presence to ensure the smooth and sportsmanlike
running of the game.
8.5.
Financial Provisions
The annual
fee for a commissioner of DM 120 or DM 100 or DM 20
is payable through his national federation. For the
actual fee refer to the Regulations governing Fees and
Dues (see Chapter 10).
The provisions
contained in the Regulations governing International
Referees (articles 7.3, 7.4 and 7.5) are also applicable
to commissioners.
8.6.
Other Provisions
The commissioners
of FIBA receive a FIBA licence which is valid for unlimited
time if the national federation is paying the commissioner's
annual fee. This licence grants the right of free access
to all basketball courts where international competitions
are taking place, with the exception of the Olympic
Tournaments. However, the ticket request - one ticket
per commissioner - must reach the organisers at least
three months before the competition.
